Mod-Enter from anywhere nested: a new paragraph after the whole outermost
block, with the caret in it.
The two-Enter gesture needs a blank last line, which not every structure
has one of: a table cell, a diagram, a timeline entry. This leaves from
wherever the caret is, and lands at the top level, where a paragraph is
always allowed, so it works the same way out of every one of them.
Declines when the caret is already in a top-level block, leaving the key
free for anything else bound to it there.
